APR Consultants was commissioned by Work and Income NZ (WINZ) to prepare a report into the Horticulture Industry. The objective of this study was to determine the labour requirements of horticultural operations in the Western and Eastern Bay of Plenty areas from 2002 until 2006. Specifically the requirements were:

  • To determine the likely growth in output associated with the kiwifruit industry including the geographical location of growth and the number and types of jobs on an annual basis that will be required to support this growth

  • To determine the levels of growth in other horticultural crops such as avocados, grapefruit and lemons, squash, macadamia nuts, olives, strawberries, onions, asparagus and other significant crops

  • To assess the implications of projected growth in terms of the likely skill requirements for particular jobs which will be undertaken on an annual basis

  • To determine the characteristics of jobs including permanent, part time and seasonal labour requirements, potential for shift labour requirements and weekends and employment trends in the industry. This will also include information on the types of jobs on an annual basis, any extra staffing requirements and the skill sets required for these jobs (particularly any changes from current skill set requirements)
